This series of Projects aims to (1) develop an interactive Chinese as a second language (CSL) enhancement curriculum for non-native preschoolers ranged from K1 to K3 with innovative pedagogies and relevant materials; (2) provide school-based training and consultancy for collaborating schools to implement the above-mentioned curriculum with innovative pedagogies and relevant materials; (3) conduct Chinese as a second language (CSL) enhancement classes in collaborating kindergartens; (4) conduct research study to assess and verify the effectiveness and feasibility of implementation Chinese as a second language (CSL) enhancement class, related curriculum and materials for non-native preschoolers; (5) inform policy-maker on the findings of the above-mentioned study in order to make changes in the CSL education at pre-primary level.
The pre-Stage III project (2019-20) has the following objectives and major components of work:
School support: NCS kindergarteners are able to improve their Chinese language proficiency and motivation to learn Chinese.
Teachers empowerment: Kindergarten teachers are able to enhance their professional knowledge about teaching CSL to NCS students.
Parents support: Parents of NCS families are able to obtain support for their children’s CSL learning and transition from K3 to P1.
The support service will be back-up by evidence-based pedagogical approaches as well as statistical analysis of student assessment. It is supported by Oxfam HK institutional funding from 5 foundations including Van Tse Zung Charity Foundation, Credit Suisse, Chen Yat-sen Family Foundation, Wu Jieh Yee Charitable Foundation and Lee Hysan Foundation.

「從起步開始-幼稚園非華語學生學習中文支援計劃」自2015年起開展,其服務至今已涵蓋96間幼稚園,並以創新模式,公私營及社福界合作,成為全港首個「按效益付費」1項目。
The ‘Start from the Beginning – Chinese Supporting Scheme for Non-Chinese Speaking Students in Kindergarten’ project was launched in 2015 and cover 96 kindergartens. It is also the first Pay-for-Success* project in Hong Kong with cross-sector collaboration.
* Pay-for-Success (PFS), also known as Social Impact Bond (SIB) and Social Benefit Bond, is an innovative financing model for social services which has been gaining widespread interest across the globe. It aims to facilitate public-private partnership which enables the government to leverage private investments for improved social outcomes.
